The permanent Duty or Freedom choice in Cost of Hope happens inside Laboratory X16, near the end of The Destructive Power of the Mind.
Support Mavka → Freedom
Support Zulu → Duty
The earlier choice to enter X16 with Mavka or Zulu only changes the assault route. It does not lock my faction or ending.
If I am choosing mainly for rewards, I prefer Mavka / Freedom because that branch gives me more faction-exclusive unique weapons. If I am choosing for the story, Mavka wants to preserve and understand the technology, while Zulu wants to destroy and contain it.
Before answering either of them at the final X16 confrontation, I make a separate manual save. That one save lets me play both substantial late-game routes without repeating the shared half of Cost of Hope.
Should I Choose Duty or Freedom in Cost of Hope?
There is no choice I consider universally better.
The real difference is what I want Skif to support after everything the DLC has shown me about the new technology.
Mavka / Freedom accepts the danger because the same technology that creates disasters may also produce something useful.
Zulu / Duty sees that danger as the reason the technology should never be allowed to survive or spread.
The choice also changes the remaining missions, allies, enemies, unique weapon rewards and ending.

If I only care about weapon variety, Mavka has the advantage.
If I care about the faction argument itself, the decision is much less obvious.
Mavka or Zulu: Which Choice Is Permanent?
Cost of Hope asks me to choose between Mavka and Zulu more than once.
That makes the branch easier to misunderstand than it needs to be.
The First Mavka or Zulu Choice Is Tactical
Before entering X16, I choose which assault plan to follow.
Mavka gives me the quieter approach.
Zulu gives me the more direct assault.
That choice changes how I prepare for and enter Laboratory X16.
It does not permanently choose Freedom or Duty.
I can:
enter X16 with Mavka
and later side with:
Zulu
or do the reverse.

The Second Choice Inside X16 Locks the Route
Deeper in the laboratory, the two groups converge around the technology they have been chasing.
Zulu wants it destroyed.
Mavka wants it preserved.
That is the decision that matters.
Once I commit:
Mavka → Freedom
Zulu → Duty
The opposing faction becomes the enemy and the remaining Cost of Hope campaign follows that side’s missions.
There is no neutral third route that lets the alliance continue.
Make a Manual Save Before Choosing Mavka or Zulu
This is one of the most valuable manual saves in the DLC.
I create a fresh save while Mavka and Zulu are both present beside the technology, before I answer either side.
I leave that save untouched.
My setup is:
X16 Choice Save
never overwrite
Then I continue normally on whichever faction I want to play first.
When that route is finished, I reload the X16 save and choose the other side.
This save is also useful if I want both sets of faction-exclusive unique weapons.
Choose Mavka for Freedom
I side with Mavka when I want the Freedom route.
Her argument is not that the Zone is safe.
By this point I have already seen what phenomena such as the Bubble can do.
Her position is that danger alone does not prove the technology should be destroyed.
The same underlying system appears capable of producing the:
Oasis
and its healing effect.
Mavka wants to understand that possibility rather than erase it.
Once I support her, the temporary cooperation with Duty ends.
Zulu and Duty become the opposing force, and the rest of the campaign turns into a race over who controls the technology and ultimately reaches the CNPP.
Why I Pick Mavka for Weapons
If I ignore the story and judge only the unique-weapon rewards, I prefer Mavka’s branch.
Her side can give me:
- Clapper
- Leichtfuchs
- Guardian
- Freedom’s Bounty
Zulu’s route has three corresponding faction uniques rather than four because there is no Zulu-side counterpart to Leichtfuchs.
That is why my maximum unique collection is:
Mavka route: 9/12
compared with:
Zulu route: 8/12
I would not choose an entire ending purely for one rifle, but it is a meaningful difference if I am deciding between two routes I otherwise like equally.

Choose Zulu for Duty
I side with Zulu when I want the Duty route.
His argument comes from the opposite direction.
He has watched people repeatedly try to understand, control, monetize or weaponize things connected to the Zone.
Too many of those attempts end in death, mutation or another disaster.
For Zulu, discovering that one manifestation can heal does not make the underlying technology safe enough to preserve.
His solution is:
contain it and destroy it
before somebody succeeds in spreading the same danger beyond the Zone.
After I support Zulu, Freedom becomes the opposing faction and the late campaign follows Duty toward the same broader struggle for the CNPP.
Zulu’s Unique Weapon Rewards
Zulu’s route gives me:
- Warszawa
- Mriya
- Stranger’s Rifle
I get fewer branch-exclusive uniques than on Mavka’s route, but these are still real alternate rewards rather than weaker versions of the same collection slots.
The important point is that I cannot collect Mavka’s and Zulu’s reward sets into one ordinary final save.
If weapon completion matters, I use the X16 branch save and play both.
Mavka vs Zulu at a Glance
When I am still undecided, this is the comparison I use.
I choose Mavka when I want:
- the Freedom route;
- preservation of the specimens;
- the Oasis outcome;
- more faction-exclusive unique weapons;
- a story built around discovering whether something useful can come from the Zone;
- a future where that knowledge may eventually leave the Perimeter.
I choose Zulu when I want:
- the Duty route;
- destruction of the specimens;
- containment rather than experimentation;
- the harder anti-Zone conclusion;
- a story focused on preventing another dangerous technology from escaping human control.
Neither route keeps Duty and Freedom allied.
Neither produces a consequence-free victory.
That is why I make the choice based on which risk I think is worse.
What Happens in the Mavka / Freedom Ending?
Mavka’s ending eventually confirms that she understood something important about the specimens.
They do not simply respond to spoken commands.
They respond to:
genuine emotion
The Oasis needs a particularly intense combination:
fear of death + the will to survive
That becomes personal for Skif.
Mavka deliberately creates a situation where those emotions are real rather than theoretical.
The specimen responds and an:
Oasis
forms.
It heals Skif.
This is the strongest evidence for Mavka’s argument.
The technology really can create something beneficial.
The uncomfortable part is what it costs to reach that proof.
People still die.
Preserving the specimens is still dangerous.
The fact that the Oasis works does not turn every decision Mavka makes into the obviously correct one.
What Mavka Does After the Ending
Mavka does not simply remain at the CNPP and build another permanent laboratory.
Her ambition becomes larger.
She leaves the Zone with the idea of taking what was learned toward the:
mainland
so useful effects from the Zone might eventually benefit people who never have to enter it.
Part of Freedom remains around the CNPP under Zen, continuing to investigate the region and its technology.
Duty loses the struggle for the CNPP on this route and retreats.
The cooperation that carried both groups through the shared half of Cost of Hope is gone.
What Happens in the Zulu / Duty Ending?
Zulu reaches almost the opposite conclusion.
By the end of his route, he is more convinced than before that anything powerful enough to look miraculous inside the Zone is also too dangerous to trust.
His position becomes:
the Zone has no miracles worth trusting
He does not accept the Oasis as proof that the specimens should survive.
To him, one beneficial outcome does not outweigh the risk of preserving something capable of producing much worse effects.
Duty therefore returns to the hardest version of its purpose.
It exists to stand between the Zone and everyone outside it.
No exporting its discoveries.
No belief that the right researcher can eventually control everything.
No compromise simply because one anomaly heals rather than kills.
Which Cost of Hope Ending Is Better?
I do not consider either one a simple good ending.
Mavka is right that the technology can create something genuinely beneficial.
The Oasis proves that.
Her route asks me to accept the possibility that understanding the Zone may be worth enormous risk.
Zulu is right that the same technology has already caused extraordinary harm.
His route asks me to sacrifice possible benefits because allowing that power to spread could produce something far worse.
So my decision comes down to:
Which risk am I more willing to accept?
Mavka: preserve something dangerous because it may be useful.
Zulu: destroy something potentially useful because it may be too dangerous to keep.
The game does not need a hidden morality meter to make that choice difficult.
Does the First X16 Choice Affect the Ending?
No.
The first Mavka or Zulu decision determines the assault plan.
It changes how I enter Laboratory X16.
The later confrontation inside X16 determines:
- Duty or Freedom;
- the remaining faction missions;
- allies and enemies;
- route-specific weapon rewards;
- the ending.
That is why I do not waste time replaying the entire X16 assault just because I want the opposite ending.
I reload the save from the later decision point.
How Long Are the Mavka and Zulu Routes?
The permanent X16 choice happens well before the final cutscene.
For me, each faction branch can add roughly:
4–8 hours
depending on how much I explore and how directly I follow the missions.
A first Cost of Hope playthrough with exploration and side content can run around:
15–20 hours
Playing the second branch from the X16 save adds a meaningful amount of new content rather than only an alternate final cutscene.
The two sides move toward the same broad late-game region, but allies, enemies, mission context and parts of the route change enough that I treat the second branch as a real playthrough.
Can I Get Both Endings Without Restarting Cost of Hope?
Yes.
I use the protected X16 save.
My route is:
- save before supporting Mavka or Zulu;
- choose one side;
- finish that faction route;
- reload the X16 decision save;
- choose the other side;
- finish the second ending.
That skips the shared Iron Forest opening, Moving in the Shadows, both major investigations and most of the X16 progression.
I only repeat the part of the DLC that actually changes.
Can I Keep Playing After the Ending?
Yes.
Finishing the faction storyline does not erase the save or stop me from continuing to explore.
I therefore do not delay the finale just because several ordinary POIs are still unfinished.
I am more careful with faction-sensitive side content because NPC availability and territorial control can change as the story progresses.
General exploration and cleanup can wait until afterward.
Where the Two Routes Go After X16
After I choose Mavka or Zulu, I stop following the opposite faction’s mission list.
Both routes eventually move toward the same broader late-game destination:
CNPP → Reactor 4 → X19
but they reach those areas with different allies, enemies and objectives.
If I am already past the faction choice and need the actual late-game route, Reactor 4 progression or X19 objectives, I continue with the CNPP and X19 Walkthrough.
